i we are desperate for advice on what to do now

SORRY ITS LONG AND ALITTLE COMPILICATED.

we placed an order for a BMW carsoft diagnostic scanner with 4 free discs from an online company, total order including p&p was £65, company said delivery was 48hr but they aimed for next day, our did not arrive, we tried making contact via phone to be greeted with "this line is closed for the next few days", we sent numerous emails which went unanswered. After 3 days we had a reply saying our order would be posted on the Thursday, this came and went, again we tried the phone and kept getting the same response, emails again unanswered. Then I found out that this company were also selling on ebay, but they did not sell what we had ordered, the guy there said he would personally see that we had our order and it would be with us on 23 Jan, again this date came and went and still no goods, I emailed the company and the guy on ebay and said that I would give him 7 days for our order to turn up or I would take further action. He left it till the final day for delivery and along came a parcel. However, it was not what we ordered, he has sent us goods that he is selling on ebay that do a similar job to the item we ordered, but it is £17 cheaper than we had paid. I have emailed yet again to both the company and the ebay chap saying that we want what we originally ordered or a refund for the difference, but again we have had no response. We do not have a delivery address for this company although we have previously asked for it, after doing some detective work we have found out that the company and ebay site are run by the same person, and we have found 3 different addresses for the same company. We dont want to send the goods back because we dont know where to send them to and we are worried that we will loose our order and the money altogether, we would appreciate any advice on our next course of action.

Placed the order 11 January 2009, paid by solo debit card, we dont have credit cards, we did contact Natwest initially when we did not received anything, and they didnt want to know because it was dc, company is arcadia-in-car
