As the link shows, S is the remaining bill & T the weekly recovery rate.
These are sent seperately not on the key, so you'll pick this message up soon and start paying back the bill then - so far you have just been paying for what you are using.
When you change to 1 rate, screen F will change to zero (or the recovery rate i that has arrived), I will change to the Tier 1 tariff for your region (~20p) and K to the Tier 2 price (~10p)0
