saga car insurance 60% no claims bonus

My mum has car insurance with saga. When she took out her policy with them she had 7 years no claims bonus. She wants to switch to another insurer this time but saga say they will only give her 60% no claims bonus. How or why can they do this. She knows she has 8 years no claims but saga won't clarify this in writing

Is there anything she can do

    Assume that your mother was only insured for one year with Saga and that the previous insurance company was the one she then had 7 years NCD with.Contact that company and ask for written proof of 7 years NCD.This will still be kosher as NCD can be claimed for 2 years after the date on which it was earned.

    With the 7 year letter and the Saga renewal notice she should be able to get 8 year NCD allowed.
