Adding Additional Windows to 4 year old house

Does anyone have any experience of this?
My 3 bed townhouse has an en-suite bathroom and the main bathroom both on the top floor. The house is an end-terrace so whereas my neighbour's two bathrooms are against the joining wall and therefore can have no windows; my two bathrooms are against the external wall - but still have extractor fans and no windows.
The layout of the two bathrooms means that the area above both toilets would lend themselves to having windows knocked through - they would be about 50 cm in width. The next house (not joined on) is a 2 storey house so 2 obscured windows on my wall would not overlook anything more than their roof.
I've no idea where to start with trying to get this done - any advice welcome.

first call speak to planning department .the job obviously can be done house builders often keep the houses the same to avoid mistakes they dont think about the use of the roomsif you think peoples advice is helpfull please take the time to clicking the thank you button it gives great satisfaction0
