He wants only $199.99 plus $29.99 for lifelong warranty. initial setup charges
You obviously need Broadband for this service?
He mentioned using a freephone number in the UK

Some1 on here mentioned that if you are a BT (i think) you can use any1 of their 0844,0845 and 0870,which is free with BT then use a certain site (can't remember the site) to dialup cheap international numbers.This is a system account and does not represent a real person. I have tried the Skype thing on Three Network the quality is appauling I have been advised to stay away from VOIP over a 3 G Mobile and use Wifi which is excellent by comparison but heavy on the batteries drains them fast any advice in this area appreciated.

VoIP over 3G works successfully - however it depends on the bandwidth being used on the the cellsite you are connected to whether you will get an acceptable service. Each cellsite has a maximum bandwidth that has to be shared between all those users in the same area, those on 3G calls, Broadband Dongles, etc etc.
There is no prioritisation of data traffic, so voice calls will be the first to suffer when the available bandwidth is shared.0
