Business Exemptions on single yellow line?

My car broke down (starter broken) and the AA jump-started me. I drove to my friendly neighourhood mechanic, Al, who operates out of a double garage on a side road.

His "neighbours" are other garages. Next to him and all along the street on both sides are parking bays and empty lots, the backyards of houses, and also the back entrance to the Fire Services. When he works, he always parks the cars he works on on the road outside his garage. He also leaves them there when he finishes work and owners pick them up, or else we bring them there at the weekend and he works on them on Monday. He's friendly, quick, skilled, reliable and doesn't overcharge; and its just around the corner from my home.

Now there is a single yellow line all down the road and past his garage. I noticed it when I parked the car on Friday night, but figured he would have some kind of exemption as cars are parked there all day, every day. Though is is only an access road, it is fairly wide and there is plenty of room for other cars to pass.

This morning, Saturday, I went back to my car to leave the key and a note for Al on Monday, and say that there was a PCN on the windscreen.

I later called Al and he said he is right now fighting them, because if this continues he will be out of business in no time. He has a meeting set up with the Council on Wednesday. He told me not to worry, it'll be OK.

What do the experts here think? Has he got a chance of getting an exemption?

Oh, and I left the car there. It cannot be driven. Will I get another PCN?
