Tranferring a Partial Balance

DH has just recieved his new Marbles 0% card and because the idiot went on a blowout just before christmas and went over his limit on one card and got charged for it his total balances for his 2 cards are just slightly over the credit limit for the new Marbles card.

One of the cards is the Citi card at an astromical interest rate with only an £800 limit on it and the other is his Halifax One card where his 0% is due to finish in about 4 to 6 weeks.

Can we pay off the Citi card completely and close it and pay off most of the Halifax balance and concentrate of chucking any spare cash at the couple of hundred pounds that will be left on it or must you pay off the whole balance when you do a balance transfer?

P.s. and then am I allowed to drown him for spending money without an authorisation from his wife???
