Charges for balance transfers

Existing card holders - RSB have put the transfer fee (3%) for a 6 month 0% offer onto the purchase APR - checked and they tell me this is now their policy.
As their purchase APR is an outrageous 22% this is now stuck until entire balance is paid off.
Watch out - ask before you do the transfer
