Can I find a house resident from years ago?

Not sure if the right forum for this question.Is there a free website or alternative way of finding out who lived at specific addresses in certain years?

I thought with the electoral role you needed to know the name of the person,and then you found there address.Is that not the case?

I tried the pipl.com and you need the persons name.Same as 192.com.
I only have an address and I want to know the name of the residents in a particular year.

Electoral role is address based and available at library. Just ask for the year and area, assuming it is local to the library - otherwise just telephone the library for the locality.
