"BT have announced that from 16th January, calls to 0845 and 0870 numbers will be included in their customer’s free calls on the Unlimited Weekend, Unlimited Evening and Weekend and Unlimited Anytime plans.
Ofcom is shortly due to issue industry-wide recommendations about 0845 and 0870 services and charging. Until these recommendations have been announced, TalkTalk will not be making any changes to the charging of these numbers.
We believe that any decision made in advance of Ofcom’s recommendations may be subject to change and we would prefer to wait for their advice to avoid unnecessary disruption to the customer.
We will update you on our decision about 0845 and 0870 services within the next few weeks, following Ofcom’s advice. In the meantime, customers can continue to register their most popular 0845 number on their Calling Circle to receive 1/3 off calls to it."

Brilliant. Some masterpieces of mealy-mouthedness simply surpass satire. Blame any delays on prevarication by Ofcom.
Yet Ofcom has been intending for some time to drive down the price of such calls, and paradoxically it would appear to be extensive canvassing by telecoms companies that has been slowing the process down, with their pleas to submit yet more evidence that hadn't yet been considered.
In the mean time, 03 numbers have been introduced as alternate non-geographic numbers, while other companies have been swapping to 0844 and 0871 numbers for their call centres, to protect their revenues for receiving these calls ...
Now BT's marketing department has broken ranks and done something early, albeit that some of their other rates are going up, and all that CPW can manage to do is produce a lame excuse for their flat feet. They haven't managed the marketing coup of suggesting that they will avoid increasing their other charges to match BT.0 -

Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0
