Credit card app let me sign online - but didn't give me a decision

I applied for the Leeds BS cashback card this morn and the app asked me to do an online signature at the end but then proceeded to say they couldn't give me an instant decision. Is this perhaps because they couldn't electronically verify my details? Does the fact it asked me to sign online mean I am likely to be accepted? I've never applied for a card which asks for an online signature before. Does the online sig just mean that IF I am accepted they can process it faster but I could still be declined?
