Student Loans / Thesis Servicing - Subject Access Request

Hi there,
Back in November I sent a Subject Access Request to SLC, with a view to reclaiming unfair charges. They promptly sent it back to me telling me to speak to Thesis. I sent it along to Thesis and all they have sent me is some unreadable copies of the agreements.
Since then I have learned that without the original agreements the debt cannot be enforced under the Consumer Credit Act 1974, 77(4).
What i'd like some help with is this; according to CCA74 77(4) they must provide the agreement containing all the components listed elsewhere in the Act. Can I class the date that they received the SAR as the date that they must provide the agreements under CCA74 or do i need to send a separate request?

Also, is it right for SLC to just refuse my SAR - would they have passed on ALL of their data to Thesis - are they even allowed to do that??
Thanks
