To keep a vehicle on a public highway, it has to be taxed.
To obtain tax, the vehicle has to be insured.
What does this proposed legislation introduce extra (since if it's declared SORN no tax or insurance is required)

IF you haven't got tax insurance etc. they also remove your number plate so you can't drive it about illegally.
I think anyone who's prepared to use a their vehicle on a public highway without tax & insurance, won't be put off by some plod swiping the numberplates.
Around here, they take the vehicle away to a compound (for which the usual extortionate fees apply) and the vehicle will be crushed or sold if not retrieved (with evidence of tax & insurance) within a certain time. But if a car is taxed, then it doesn't need to be insured.
Say, some people have more than 1 vehicle, whilst the roads are crap like this, the 2nd car may be sat taxed in a garage with the insurance policy running on car 1.
This new policy means that you'd need to cash in the tax disc, and SORN the car even though you may want to then use the car in a few weeks.
Will this new policy mean the scum who drive untaxed/uninsured in cars registered to their former keepers are now caught? Course not.0
