First his brother can and should register his name for council tax. Id be wary as to why his brother says this. Could it be he has debts and does not want to be traced .
I dont know how hb works you need to give them a ring. Just make sure your up front with everything.

If you had said that in your last post it would have been clearer. He can still use any address he has lived in even if it was a short stay. If your in doubt phone the council and ask.

I dont think he needs to be registered for council tax as it will make no difference to the amount of council tax you pay having a third adult in the property.

Unless you are in agreement with your landlordand and are putting his name on the tenancy. Your rent will then be split three ways and your rental liability will decrease? If thats the case then he will need to be registered. Or are you and your flat mate subletting in which case he will be classed as a lodger/ border etc

Has he moved from outside the area covered by the LA or moved from somewhere within the area? They will want to know this as he may have been liable at another address etc, may have been included on a benefit claim as a non dep or partner etc

Your housing benefit will depend on the above rearding your tenancy. If your rent liability decreases? Or if he is subletting from you?

We can't really advise you without knowing the full facts esp regarding your HB. Contact the council and ask for advice from them they wont bite, stop your benefit or do anything else that you have to worry about if you tell them you are just calling for some information.

Just put his last address down on the form, it really doesn't make any difference if he was living there 10 years or 10 days or if he was registered there or not. Whatever his last address was put it on the form.

You prove the date that he moved in by making a written statement :)
