Re your title - no not everyone thinks that. I, for one, don't pre-judge people.

Has it occurred to you that if he had not issued a PCN he may have lost his job? he is required to do so. Oh, some CEOs may exercise some quiet discretion but once faced with a mob of numerous witnesses he had no choice. CEOs are NOT permitted to exercise individual discretion - it would make a mockery of an already flawed system.

The recipient is foolish 'oh i'll just pay it'. Very good chance of the Council exrcising discretion on the matter.

and if the recipient (a disabled priest) wishes to pay the ticket and not dispute it then fair enough, as it is up to him whether he wishes to appeal it.

yep - and I didn't mean to come across as having a go - but probably did.

just wanted to point out that the CEO can't do what you suggest without risking his job.
I said so because it's quite important that people realise this.

Once a CEO begins to issue a ticket they do not have a facility to cancel. This can only be done by the backoffice staff following a written appeal.

In fairness to the CEO he could not possibly know who owned the vehicle nor the purpose of the parking by the owner. The vicar admits he failed to display the Blue Badge correctly and so a contravention occurred. There are hundreds of fraudulent and expired Blue Badges in circulation and CEO's need to be vigilant so that the genuine holders are able to park in the limited spaces available. Councils usually do cancel PCN's for minor errors by BB holders but there needs to be an audit paper trail for cancellations otherwise there is a risk of staff accepting bribes and then a very evil regime of enforcement would exist.

As much as I hate PCN injustice, there are two sides to every story and for every unreasonable CEO there is a dozen unreasonable motorists who ignore all the rules and don't care less.

Thousands of motorists are ripped off every day due to PCN's being issued where signs and lines are legally non compliant and yet what appears to be a correctly served PCN gets the headlines...strange world.
