Give in or appeal further?

Hi I really hope someone will be able to help me. I apologize in advance for the length of this post. I received two PCN's from Bolton Council. The first one was given on 02/01/09, I parked in a loading bay and I honestly did not know the restricted hours for the loading bay are 24 hours! The loading bay is situated directly outside my work place. But my work place had just recently opened its doors on the 01/01/09. The time was about 8.30pm. The second PCN was given on the 03/01/09. Having learnt my lesson I parked slightly left outside my work place where there is a restricted time of thirty minutes. I did pay a meter ticket but forgot to look at the time. I started work at 5pm so I paid at 5pm with the intention of moving my car at 5.30pm. Unfortunately I came out to move my car too late just as the warden had issued a PCN. About 5 mins late. I immediately appealed online and stated my case and attached a scan of my meter ticket and appealed that I was using the bay as loading. Unfortunately I have recently received two letters rejecting my appeal.

I would be grateful for any advice. Should I appeal again or just give in and take it as lessons learnt and pay the fnes?

Unfortunately I do not own a scanner or digital camera and the camera on my phone is rubbish.

    It would be helpful to see the notice, back and front. You will have seen the stories in the BN about Bolton Council getting it wrong, and getting a spanking, but I'm not sure if they are now on the ball.
