Hi, yes that seems to work OK for some institutions. I opened an account with Cheshire BS and "failed" the electronic ID. I understood they use the electoral register. I then had to send in ID which delayed things. We are not on the edited register so don't know if that is what I "failed". But then as you found, I opened an A&L account OK (and ING) electronically. Maybe they use credit checking agencies.
