Not sure what to do

Hi,
I'm a tenant of a 2 bed flat through our local councils rent deposit scheme. Although I assume we should still have the same rights as any other tenant, it just means that we can't move out as we aren't in a postition financially to do so.
My question is to do with the state of our kitchen and what if anything I can do to get it sorted. Now the floor tiles have been loose since we moved in (october 2005) and were suposed to be fixed but never were, well now alot of them are missing and some broken, we have done our best to try and fix them but the floor just needs replacing. The cupboards are also in a terible state and the doors are always coming off and my husband has to fix them back on. Again they have known about this since we moved in.
When we signed our latest tenancy agreement in October 08 I asked the agent to speak with the Ll about a new kitchen. He tried to fob us off saying she was out of the country, I told him she wasn't as we had seen her using the shed (she kept the shed that should come with the property).
Anyway nothing ever came of it, and I am now fed up of cutting my feet and being ashamed of my home so we spoke to the agent again today to atleast sort the floor and he said that there is nothing he can do as the ll is out of the country.
Now I don't know where we stand but I really do feel that this flat should be kept to a certain level of repair. The whole place is a disaster zone to be honest and there are so many things that we have had to put up with and or fix ourselves that I am getting fed up. They are also verry verry slow to fix things, they left us with no living room light fitting for over 4 months and no oven for two, it took them a good 6 months to rplace tiles that were falling down in the bathroom and our heating system was broken for months too.
Sorry I'm ranting now its just really getrting to me.

Speak to the local council's tenancy support officer for private housing. It'll be in the housing dept somewhere. Else try your local councillor.
Fllor tiles in the kitchen could contribute towards a nasty accident.0 -
I would give notice and then move to somewhere better maintained.
