Drove off before ticket issued .

I work as an emergency plumber in Leeds. I was doing really small job, loading and unloading tools, in and out to the van to find the correct sized fittings etc ( this was why it was impractical to park at the nearest parking bay about a mile away). I left a note on the signwritten van stating that it was loading/unloading . The longest that I left the van was 10 minutes.

I was not parked on the road . I would say some spare ground at the side of the road but no doubt the warden will say I was parked on a pavement. Where I was parked the "pavement" was about 15 foot wide so still plenty of room.

Anyhow, I return with my heavy toolbox to see the warden writing out a ticket. I explain the circumstances . He replies I have been there 30 mins, I reply I have been loading and unloading and never saw you . He says "I've started so I'll finish" ( reminded me of mastermind) so I jumps in the van and promptly drives off .

I doubt there will be CCTV there as it is not in the city centre.

Is it true that he had to serve me with the ticket? Will I get one through the post? If so what do I do?

Im sure I read somewhere once about parking rules when using the van as a mobile workshop, any ideas and many thanks in advance.
On the internet you can be anything you want.It`s strange so many people choose to be rude and stupid.
