Add Ons Disabled Help

Don't know what has gone wrong, and although the computer seems faster, I need to re-install (some of) my add ons.
History:
Woke up this am, and someone (big household) has got internet explorer running with add-ons disabled.
I have tried getting the add-ons to re-install, but on the tools button, the 'manage add-ons is' not accessible.
I have also tried through, start, all progs, accessories, system tools, where is says internet explorer (no add-ons).
Please help

Click on "Tools" and then on manage "Add-ons"0

Right click the shortcut on your desktop, go to properties and in the Target field is there (without quotation marks) "-extoff" added to it? If so, delete it and click Apply.0
