Hardship Case: Co-op Bank

Hello,
I have a claim with the Co-op bank for repayment of approx £2500 in bank charges. I am currently experiencing financial hardship. I meet all of the criteria used to define this. I've written to Co-op bank, explained the situation, completed their income/outgoings sheet and have asked for my claim to be dealt with straight away. Co-op called me and ackowledged that I am in hardship but said that they don't have to deal with my claim straight away and I must wait for the final case outcome.
Can they do this?
