ING Letter re rheir interest rate

I have just got a letter from ING-Quote-Following the reduction in B o E base rate, we are pleased to let you know WE WILL NOT BE PASSING ON THE REDUCTION IN FULL i signed up when they were offering 4.72 (3% plus bonus) they've now reduced it to 3.72% (2% plus bonus)
How do they work out they've not passed on the full reduction?
(PS i know they were offering 5% for a short while.)

Mine says:
WEF 15th January
Direct Savings 2% AER
Direct cash ISA 2% AER.0 -
Mine quotes 3.81% AER on websaver (inc bonus) and that we are lucky they have only reduced the rate by 0.75% !
So we shall be doing well with our £7.00 pot!:D0
