FSA should I appeal ??

Currently trying to claim back over 2k from RBS under financial hardship. Recived a letter from the FSA yesterday saying the would not reefund as at present the bank cant see any problems with my account activity. I have not used my RBS account since putting in my claim and only pay my loan from it monthly as I could not transfer this. (how can they know my financial status if I dont use it) also back in Nov and Jan i missed a loan payment and they set up a repayment plan which i also couldnt pay in Jan they have now set up a new plan so this in my eyes shows i am in hardship.. SHould I appeal any help please appeal needs to be in by the 29th
