Self managed option trading ISA

Hi All,
I have currently been paper trading options through options express and am interested in setting up a shares ISA to trade options through. I have an account with idealing but am finding it rather difficult to navigate.
So my questions are
1 Can I set up an trading ISA to trade american shares?
2 Can this be done through an offshore company like options express or can it be done with a UK based company?
3 If it can be done in the UK can you please suggest who this could be (important that I can trade online.)
