Best timing to apply for a Credit Card

I'm looking for applying for a new credit card- possibly - barclaycard or Tesco for BT
a bit of details
moved home Oct 08, currenlty registered in the Electoral Register from Nov 08
already 3 CC, with approx £1000 in MBNA (BT) ending in March 09.
tried applying before moving and got denied by tesco and M&S (both 0% cards) one in July and and the other in September.
Any suggestions when I should look at applying for a new card?
will the 10k outstanding in MBNA -act unfavourably- in the decisions?
any help appreciated
