2 telephone numbers for same home?

Hi there.
Any help appreciated would be great.
I've recently moved into a rented property that has an existing line. I've used the BT test (17070 number) to get a phone nmber for the line.
Armed with this number, i called up BT and asked if this number was related to the property, but hey state that the phone number is not related to the postcode of the property I have moved to.
Before going further with BT, i decided to call the number obtained through the 17070 test from my mobile to see what happened. I got an anonymous person, not the telephone at the new property. I then tried to make an outgoing call using the phoe line at the property and was able to do this without a problem. All quite odd....
To confuse matters further, I was left a previous occupant's telephone number that is different to the number obtained from the 17070 test. When I called BT with this number, they asked for he address of the property etc and said that there was no BT service at the property and that a new line conenection fee would probably be applicable.
I sometimes used a website in a previous job to see which telco provider was the original originator for that number - both say that they are (or at least were) BT numbers. I dont see how BT could charge the full set-up cost if they were originally BT lines? Am i missing something here?
Anyway - i dont have a clue how to proceed now. Please help as i need a line so tht i can get broadband.

If your line works, asking BT to supply you shouldn't cost anything (especially if you ring them from the line!) But you will enter a minimum term contract, which you may or may not want! (No contract if you use (eg) post office or one month if you use phone co-op.
You might find the number by ringing your mobile (unless it's number witheld, of course).0
