Visa Electon - where do you get one?

I'm trying to get hold of Visa Electron card. Not to use every day but to use if I ever buy a flight with Ryan Air, since this is the only card they don't whack on a £9.50 charge for using a card.
However having gone into HSBC to ask, they said 'Yes we are replacing our Switch Card's with Visa Electron card's'. Great - so there and then we cancelled my Switch card and ordered a new card.
The card has now come through the post and it's a Visa Debit card, which Ryan Air charge the £9.50 fee for using.
All I want to do is open an account, get the card, leave £1 in there until I need to book a flight.... transfer the funds for flight prior to booking... hence saving myself £9.50.
Any info on banks which issue a Visa Electron would be most appreciated. Many thanks, Becky.

I also have a Halifax easycash account with a visa electron and just use it for flights. Co-op is the other obvious option to get an electron card.0
