Disabled Bay parking ticket..

We paid the fine, but would like some advice on if there is anything we can do!!
In the run up to Christmas, my mother and I visited the new shopping mall in our area.
We are both registered disabled, and were happy when we found a free disabled bay to park in. We clearly showed a disabled badge and clock, but were stunned to find a ticket on the car when we returned 2 hours later.
The bay we had parked in WAS for disabled access, and is located right outside the shopmobility place - what we hadnt noticed is that thebay is for 10 minutes only!! I have mobility issues and have to use crutches to walk, and it takes me that long to get out of the car, sort myself out, and begin the walk through the shoppin center!! I'd hate to think how long it would take for someone in a wheelchair.
Clearly a 10 min disabled bay is completley pointless. We paid the fine (one issued by a parking attendent on behalf of the local council), as we didnt check/see the 10 min sign, and rather stupidly assumed it was 3 hours like the ones just down the street.
I know for a fact we arent the only disabled people to be caught out. WHat can we do??

If this is a private parking firm then regrettably there's not much you can now do after you've paid, you have unfortunately been conned. Perhaps you could scan both sides and put them on here on the off chance its a council ticket.
