    It is clear that the first bill was an estimate however the second bill was an accurate reading, considerably lower. But the problem the op has been having is that even though a difference in units the value of both bills is the same.

    If not we'd have at least one more reading
    e.g.
    Bill 1 21556 -> 22203C
    Bill 2 22203C -> 22850E
    We also need to know how many days these two bills are for - ideally the start and end dates to ensure they aren't billing for the same period.
