British Gas and Scottish Power old account help!!

I need a bit of advice regarding the following scenarios. I have had endless hassles with these clowns and it's ridiculous now.
British Gas....
I lived at an address from sept 2005 to nov 2006 and was supplied my gas by them. Anyway I moved out of the address and had gotten a final bill of £620. A quarterly bill!! I called them to notify them of my vacating the address. So after calling them numerous occasions, half the time unable to get through, I disputed the bill as the readings were estimated. I was unable to access my gas meter at the time because of a knee injury to give them a final reading.
Now 2 and a half years later and after which my 'debt' has been passed on to various debt collection agencies, I am still trying to resolve this. I paid them £40 when I got the original bill but refused to pay further. I called them after receiving 1 of these letters from an agency. It seems that the debt department of these clowns keep selling it on. I have not to mention had this put on my credit report which has dented my rating. I have also written 2 letters of complaint to BG but no response.
What can I do? I have exactly the same scenario with Scottish Power!!

Personally I don't think they are the clowns here! :cool:
If you don't supply an actual reading, what can they do other than use an estimate? (especially if that ties up with whatever reading the next user calls in with as a start reading, or worse still fails to give a start reading)
How do you know the estimate is wrong if you couldn't get to the meter to get the actual reading?
If you can't get to the meter because of a bone in your leg, can't you get someone to do it for you? a friend? a neighbour? a relative? even LA or the person who does the outgoing inventory/statement of condition?"Now to trolling as a concept. ....
