Help re Building's Insurance Claim

I have been having difficulties with my Building Insurers (Layton Blackham). I filed a claim 7 months ago for a problem with roof tiles coming off during a storm, causing damage to the hallway ceiling. When I contact the company it is constanly delaying tactics (not returning calls) or the suggestion I should pay to fix the problem myself.
Any advice would be valuable about best course of action or information on complaints procedures. Thanks for reading.
