electricity supplier problem ..

I moved into a rented flat a couple of months ago and getting the bills sorted has been a bit of a nightmare.
After many many phonecalls, its pretty much sorted except for the electricity.

The previous tenant and the agency acting on behalf of the landlord left no details of the utility providers... and in spite of calling to set up payments with the possible electricity providers, they won't let me start payments - claiming either data protection issues or the lack of a specific number that is (apparently) on the electricity meter (which I have checked thoroughly - no sign of this at all- but it is working!!).
I am trying to pay and no one will take my money (these people are.. well...:confused: )

I spoke to my neighbours (its a house split into flats, so some shared areas) and they said that they haven't paid an electricity bill in something like 2 years as when the electricity board did a refit of meters (to setup prepay in one of the flats), they stopped receiving bills at all.
They haven't had any further info and, understandably, are not keen to chase this up.... but... if whoever is providing our electricity decides to get organised, I am worried we will all face a huge bill. My neighbour says he will take them to court if that is the case, but as far as my own meter is concerned, I'd like to get this sorted asap and be on top of it (as nice as it is not to have to pay, I simply cannot afford to be stung!)..


any suggestions or advice would be very much appreciated - I have tried the CAB website to no avail...

hope someone can help!

    If you call a supplier to say you want them to supply you they can check a system called ECOES. This will show who currently supplies the property. If it is one property split into flats make sure they are aware of this as if the job was not done properly it may still show as only 1 property.

    I work in the industry and have access to ECOES. If you PM me your address and meter serial number I can try and find your Meter Point Admin Number (MPAN) and who the current supplier is.

    You can't be back-billed for more than a year's worth of energy. You have done all you can, keep full records of every conversation/ letter (dates, names) and put the money into a savings account!!

    Unfortunately the 1 year back-billing rule may not apply in this case.
    It only applies where a supplier should have, but hasn't, billed a customer i.e. the fault of the supplier.

    In this case it appears the supplier is not at fault as the customer hasn't even registered their details with the supplier, so the supplier is allowed to back bill for total consumption as soon as they know who to bill.
