£70 Excess Charge Notice. Can you help me please?

Hello Everybody. I was wandering if anbody can help me with regards to a Excess Charge Notice parking order. Hold my hands up, I got the parking ticket as i did not buy a ticket from the machine. But this happened on the 30 oct 2008. I have just received a letter from my local boston bourgh council asking for the drivers details. Am i right in thinking that this ticket has expired?

Is there anyway to not pay this as its already on £70?
Does the ticket have to have certain requirments or wording that i could contest the ticket if written incorrectly?

I've wrote the whole ticket and envelope words below,

On 30/10/08 at 12-46 hours
at MARKET PLACE parking place

Failure to pay this charge is an offence, under the Road Traffic Regulation Act 1984 rendering the driver of the vehicle liable on summary conviction to a fine not exceeding the maximum payable under level 3 on the standard scale.

Actual ticket inside the envelope says

All of the above information again then
3 boxes a/b/c with reasons why the ticket was issued.

box A had a tick through it which says was not displaying a valid ticket

Then at the bottom of the ticket it has a paragraph

YOU ARE THEREFORE REQUIRED TO PAY THE SUM OF £70 WITHIN 14 DAYS OF THIS NOTICE, BUT THE COUNCIL WILL ACCEPT THE LESSER SUM OF £30 IF THAT SUM IS RECEIVED BY THE COUNCIL WITHIN SEVEN CLEAR WORKING DAYS OF THIS NOTICE. FAILURE TO PAY IS AN OFFENCE FOR WHICH YOU MAY BE PROSECUTED.

DIRECTIONS FOR PAYMENT OF EXCESS CHARGES ARE GIVEN ON THE REVERSE OF THIS NOTICE.

Thats all of the ticket information. On the back its just the name and address to send the cheque to or website address to pay on-line.
