    Try this for a long shot:

    On task bar properties ensure top two items are unticked.

    On your task bar to the left of the Windows Messenger icon should be a small double vertical row of dots. Hover above and when you get a double arrow headed horizontal line, left click and hold, then drag to the end of the Quick launch items.
    This should make all icons appear on one line.

    Then hover above top of Task bar until you get the double arrow headed vertical line, left click and hold and drag the task bar down.

    looking at the picture you posted I don't think you are in the correct registry section

    should be in
    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

    Not as it would appear from your post
