Good time to buy shares?

RBS shares are 11.6p, does this look like a good time to buy? They look real cheap, considering they were £6+ only one year ago. This is a massive discount. Looks like a good buy and hold for a year or so before they rocket :money:

They wont be 6 pounds ever again is a pretty safe bet because they recently issued 100% new shares and again today some more new shares were issued and then there was the rights issue last year of 12bn wasnt it0
