Somebozo - my contract certainly doesn't state that?! Can you point to where this is in the A4C handbook? The natural conclusion from your statement would be that anyone over band 7 doesn't have contracted hours (which they do) and that if I managed to get through my work quickly I could just go home.... I wish!
The contracted hours are the minimum. When there is a statement about doing the hours that the job requires it means you are not expected to !!!!!! off home at 5pm or whatever if the work hasn't been done.
It is normal in most private sector salaried positions for this to be the case. In an ideal world the manager would have the workload and his employees sussed out so that nobody is working horrendously long hours. In reality it is often up to the employee to alert their manager to a workload that can't be maintained on a week to week, month to month basis by one person without them doing all the hours under the sun.
I think your best bet, rather than this being about money, is informing them that the workload is too high for one person. For example, what would they do if you went off sick? This is a real possibility in itself as a continual high workload is going to cause stress which could result all kind of illnesses even aside from that.0
