    Yes, this is a fair point. Not one you made in your original post though! Always worth submitting your own meter readings when the rate per kwh is changing.

    No, the estimated readings do not invariably favour the supplier. To the contrary, invariably, it is the customer who has the advantage.

    The party who gains from the initial estimate can be, at random, either of them. If it is in the customer's favour, the customer keeps quiet. If it is in the supplier's favour, the customer is quick enough to supply their own reading and request a manually calculated new bill.
