As the *floor limits* the OP is talking about is really nothing to do with their reclaim of bank charges but a complaint about their bank I'd suggest they take their complaint to the Financial Ombudsman.
As regards any reclaim then follow the steps in Martin's article regarding claiming under Financial Hardship.0
