How To Read Stock Charts

hi,
can somebody explane me how to read the stock charts,(i am doing a project about the stock markets)and especially I am asking about :

on the picture above you can see the numbers on the left side:11,000/ 10,000/ 9,000 etc What are those numbers for,please?
and why on that picture (its for a different stock market)

the numbers on the left side starts from 2,000?
what that means and why they are different,please?

One is for the Dow Jones Industrial Index (the biggest 30 stocks in the U.S.)
The other is for RTS Index which is the main Russian stock index'In nature, there are neither rewards nor punishments - there are Consequences.'0
