No claims bonus, brokers and insurers

I got Egg's renewal notice for my motor insurance, offering a 2 year NCD, but I've been with them only for 1 year. I don't know if this is some kind of bonus accelerator, a way to make me stay with them, or simply an error. It just says 2 year NCB, no reference to the period it's been obtained.

With this 2 year NCB I got a (cheaper) quote from another insurer, who wants a the renewal notice from my current insurer, which, unless I'm wrong, is not Egg, which is just a broker, but UK Insurance Limited.

When I've called the new insurer the person on the phone said that I don't need a letter from the insurer, that Egg's is fine. But I know it's probably a sales person just interested in selling, and not too worried about the fact that the policy might be invalid should I have to claim.

Is it possible that a broker offers a bigger NCD than the insurer behind them? If so, will other insurer accept that NCD? May the insurer have given this discount and Egg is just passing it on to me? Or is it just an error (I hope not)?
