    It appears the OP does not have a business but is just poncing about with the bank for info on a dissertation.
    Cannot say I blame the bank for not being helpful.

    You cannot rely on the overriding objective at all in this case. Assuming the matter would be dealt with in the small claims court, there are no cost implications. So if the bank did issue proceedings without expressly following the CPR, it would have very little (if anything) to lose.
