Northern Rock Inheritance

Since I was around 8/9 I have been aware of a bank account set up by my fathers mother as inheritence for when I was 18, Im now nearing 21, Now this comes with a Blue Pass Book if this means anything, but me and my younger brother have both got one, we actually have these books. However, we dont not have contact with out father nor his dad.
My question is, is there anyway we can access this money as it stands, as the passbook states father to sign however, mine and my brothers, half brother whos 26, (we have the same dad) has said to us that It is my grandad who is to sign for the money. SO again, as we dont have any contact with that side of the family, as we are over 18 is there any way we can get this money without my father or grandfather having to come with us and sign for it, as we have the pass books? My grandmother died when I was 10.

Unless when the account was set up some clause allowed the holding child to operate the account when reaching 18, then Northern Rock are in the right, as you do not have the authority to operate that account.0
