Not Enough Available Credit?

Hi all - I want to take advantage of 0% BT's but when I applied there is 'not enough available credit on my account' they say if I wish to revise the amount they will do it up to 90% of my available credit. So do all of them apply this rule and if so can I split the BT between 2 different cards?

Not all, but some of them. Another example is Egg Card with 95% restriction.
if so can I split the BT between 2 different cards?
