BT, and be prepared to sit down for the bill arriving - unless it's come down because the mount failed or something (ie. failed rather than pulled down)There are 10 types of people in the world, those that understand binary and those that don't
In many cases it helps if you say where you are - someone with local knowledge might be able to give local specifics rather than general advice0 -
Who's severed it? You say it's outside, is it before it goes into the first 'master' socket?0

If it's outside get BT to fix it. Simply report to them that there is no dial tone on the line. There will be no charge for this, unless of course you told them that you had done it.
If you did do it and you can actually access it, simply rejoin it and protect it from ingress of water.0 -
you will be advised of charges as a matter of course . the bt engineer who arrives on site would decide ultimately if you get charged. if it's been damaged within your curtilage it's highly likely you will get a bill. how was it damaged? is the outside wall in your garden or directly onto the public footway eg like an old fashioned terrace like coronation street?0
