Balance Transfer Question

This may seem like a stupid question but I need a bit of help
I, with hindsight, foolishly assumed that you can swap any balance you like between credit cards
Beginning of Jan....I sit down, work out my finance plan and decide which balances I can switch about. So I phoned up one company to put said plan into action and they tell me that I have to be given a balance transfer offer and I couldn't do this at this time, and then muttered something about the state of the economy.
Is there a way around this and does this stand for all companies?
Is there anyway I can fool them and do it online?
Help would be appreciated
