Appealing a parking ticket that was not recieved

My mother has just received a penatly charge notice with regards to a parking ticket dated 27th November, which was a surprise as there was no ticket on the car, drivers side parked on road. She had reversed into a space, there was a car parked in front at a bus stop, but she was not parked on the bus stop, what can she do about this, she was told that the ticket could have been ripped off by a passer by or was blown off. How can she pay for something she wasn't aware off! Any adive would be helpful, Thanks.

Under the latest legislation, they don't have to put a ticket on the car, they can use CCTV evidence.
Please scan the complete notice (back and front), blank out personal details, and post it in this thread. One of the Council ticket experts such as Neil B will then be able to advise whether you have grounds for an appeal.

The car was parked on a main road, when show e phone to enquire the person said that the ticket was put on the car, but someone must have removed it before she returned to the vehicle. I will try and figure out how to post the complete form.0

Please scan the ticket, both sides of all sheets and use tinypic to post it here(see stickies for how to). There are people on here who may be able to help you. Photo's of any signs and lines would help also. If no scanner use a digital camera, if no digital camera use a mobile phone.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

not sure of legalities, but surely its too late for a November (alleged!) offence to be ticketed?Long time away from MSE, been dealing real life stuff..

The offence took place at the end of November, hard to have any photographic evidence, but in process of scanning into computer, but I need to go out, so will have to wait, unfortunately.0
