paypal withdrawals free after 11 Feb

At the moment of course we pay 25p per withdrawal under £50, from 11th February all withdrawals will be free.
Not sure what the effect, of any, there will be due to this:
There will also be fee changes for those that use PayPal Website Payments Pro Fees for PayPal Express Checkout again effective 11th February 2009.
