Dynamic Website Creator

I am looking for a piece of software that will enable me to develop dynamic web pages using a mysql database.

I will need to be able to:
Allow users to input their contact details and other information
Allow useres to search for other users in the database
Allow users to access a members only area
Allow users to email certain categories of people from the database

A piece of software that is easy to use is high priority!

Any Ideas?

You will most likely have to design and create the system yourself to get all your features you require. You could also look around for different software for each different task, but you would have to merge them all into one somehow.

Why not get a developer to do it, I use https://www.scriptlance.com and have found you can almost name your price you are prepared to pay for any project. A bit like eBay everyone gets feedback, find a developer with mostly 10/10's and a good price and pick them... you development work will be done quickly.
