Best account for Child without CTF

Hi, I'm sure my situation is similar to many others. I have 2 children, 1 got the CTF and one didnt. Therefore to save any arguments in the distant future. I need to ensure that my eldest has a savings account similar to her little sisters who has a cast CTF that she can not touch till she is older. Therefore would what be the best way to save for my eldest girl? I plan to put £20 per month in to my little girls trust fund and like wise in to an account for my eldest. Ideally, I want this account to be locked till she reaches 16 or 18, but also be a good form of investment.
