Really a bit of HTML, CSS, PHP and mySQL isn't too hard to learn.
Ok so it may sound comlex if you come from a non software/computing background, but its all very easy to follow, there are literally hundereds of tutorials and FAQ's and other resources (lots and LOTS of sample scripts/documents) out there on the net.
Plus thousands of books, but they can be damned expensive
I'd suggest starting off with basic HTML skills, then throwing in a bit of CSS for design/layout.
Afte that progress to maybe PHP+mySQL or similar
Oh and make friends with someone who already knows their stuff, or some of it

Yeah you're talking quite a large CMS app there. A lot of server-side time needed to code such a thing.
